Changes to election policy

Dennis Mitchell motioned for approval two changes to BJCP election policy:

1. Removing the Communication Director as the election chair and making the language broader to include whomever the board approves for this role. 
2. Removing language specifically saying which region holds elections in which year, pointing people to the website for the current election schedule. 

The motion was approved 7-0.
